Meet Our Team

Texas Perinatal Services is the only entity whose survey teams consist entirely of clinicians currently practicing in Texas. Our teams for neonatal verification surveys and maternal verification surveys include credentialed neonatologists, neonatal nurses, pediatric surgeons, neonatal nurse practitioners, obstetricians, obstetric nurses and maternal fetal medicine specialists, all of whom actively practice in Texas. They understand the unique challenges of delivering healthcare services in a state as vast and geographically diverse as Texas.

Leadership Team

Carla Rider, D.N.P., M.S.N., M.B.A., RNC-LRN
Perinatal Program Director

Carla Rider brings more than 25 years experience in women’s and children’s nursing including Level II and III NICUs, maternal care and pediatrics. As perinatal program director, she helps develop and oversee

the maternal and NICU verification survey programs for TETAF. Carla’s nursing experience ranges from bedside nursing and nurse leadership positions at hospitals in Texas, Arkansas and Florida. Carla has developed and implemented a number of protocols and initiatives during her career that have resulted in improved patient outcomes and enhanced staff development. She also served on the faculty of the University of Phoenix where she taught courses on “Healthcare Leadership” and “Healthcare Policy.”

Carla earned her undergraduate degree in nursing from Texas Women’s University in Denton. She also holds a master’s degree in nursing degree from Bellarmine University in Louisville, Kentucky, and an MBA from the University of Phoenix in Dallas, Texas. In July 2017, Carla obtained a doctorate in nursing practice from the University of South Alabama.

Vice President of Operations
With more than 20 years of experience in trauma, emergency, and cardiac nursing, Brenda Putz has served the trauma and emergency healthcare community in multiple roles as a trauma program manager,

trauma surveyor, a former Regional Advisory Council chair and an educator. Stepping away from the bedside and joining TETAF in January 2009, Brenda is now vice president of operations. In that role, she is responsible for the successful development and oversight of NICU and maternal care survey processes as well as those for trauma and stroke designations. In addition, Brenda leads the organization’s education service offerings. She is a member of the Society of Trauma Nurses, Texas Trauma Coordinators Forum and Trauma Center Association of America, and remains engaged in related legislation and advocacy issues affecting the healthcare system.

Dinah Welsh, President and CEO
Dinah Welsh is president and chief executive officer of the Texas EMS Trauma & Acute Care Foundation, a position she has held since it was established in January 2009. She is a well-respected advocate in trauma and emergency healthcare issues.

Dinah has helped pass legislation that created and maintains a steady funding stream for the trauma and emergency healthcare system, and she continues to work to increase funding commensurate with the state’s growing population. Prior to joining TETAF, Dinah was senior director of government relations for the Texas Hospital Association. During more than 12 years with THA, she focused on issues including trauma and emergency healthcare, advance directives, charity care, patient safety, data collection, medical privacy and workers’ compensation. Dinah is a graduate of The University of Texas at Austin with a bachelor’s degree in government with a concentration in Spanish.
